The Supreme Buddhist Patriarch of the Kingdom of Cambodia
Subject: Request for an intervention to release 3 Buddhist monks that the Phnom Penh City Hall authority arrested, forced to defrock and detained at the Prey Sar Penitentiary
Per subject above, please allow me to provide Your Holiness on the incidence that taken place on November 11, 2014. The Phnom Penh City Hall authority arrested Venerable Son Hay, forced him to defrock against his will and transported to be detained at the Prey Sar Penitentiary. On the same day of November 12, 2014, Phnom Penh authority arrested two more Buddhist monks: Venerable Khit Vannak and Venerable Thach Sang, forced them to defrock against their will and transported them to be detained at the Prey Sar Penitentiary.
To apply the 227 Dhammavinaya (Buddhist rules) for the Buddhist monks in Buddhism, there are 4 rules (defeats) that the Buddhist monks can be defrocked (disrobed): The 4 parajikas (defeats) and they do not fall under the authority of laypeople (Phnom Penh City Hall authority).
Action of the Phnom Penh City Hall authority violated Buddhist institution and the Constitution, article 4 on Motto of Cambodia: Nation, Religion, King; article 43: Buddhism is the religion of the State.
The allegation of the Phnom Penh City Hall authority that the Buddhist monks hindered the work of the public works official and cause traffic jam does not apply to the 4 parajikas (defeats).
KKC views that the institution of the Supreme Patriarch of the Mohanikay Buddhism plays an important role in the protection of and organizing Buddhism in dignity in accordance to Buddhism in conjunction to the motto of Cambodia and the Constitution, the supreme law of the land.
Therefore, KKC appeals to you to take an effective measure to get the 3 Buddhist monks freed for the authorities forcefully defrocked them against their will and Buddha Dhamma in Pol Pol-style and to re-ordain and restore their monkhood accordingly.
KKC has confidence that in your capacity as the Supreme Patriarch overseeing the Buddhist monks nation-wide surely feels pain and will not allow the authorities to trample on Buddhism.
