អាជ្ញាធររំលោភទាំងកម្រោលទៅលើរដ្ឋធម្មនុញ្ញ ជំពូកទី៣ មាត្រា ៤៣ ចែងថាះ ប្រជាពលរដ្ឋទាំងពីរភេទមានសិទ្ធិពេញទីខាងជំនឿ។ សេរីភាពខាងជំនឿនិងការប្រតិបត្ដិខាងផ្លូវសាសនា ត្រូវបានរដ្ឋធានាក្នុងល័ក្ខខ័ណ្ឌ ដែលមិនប៉ះពាល់ដល់ជំនឿឬសាសនាដទៃទៀត ដល់សណ្ដាប់ធ្នាប់ និងសន្ដិសុខសាធារណៈ។ ព្រះពុទ្ធសាសនាជាសាសនារបស់រដ្ឋ។
The Cambodian authorities violated the Constitution, Chapter 3, Article 43: Khmer citizens of either sex shall have the right to freedom of belief. Freedom of religious belief and worship shall be guaranteed by the State on the condition that such freedom does not affect other religious beliefs or violate public order and security. Buddhism shall be the State religion.
